Report: whispering advice, roaring praises – the role of Chinese think tanks under Xi Jinping

Think tanks play an increasingly important role in China’s official policy formulation on domestic and global issues. They also communicate these policies to audiences at home and abroad. MERICS experts Nis Grünberg and Grzegorz Stec explain in their report how, under Xi Jinping’s rule, the party state has been pushing to more closely align the activities of think tanks with political goals.

The authors explain the regulatory requirements Beijing places on think tanks and illustrate the different types of organizations in case studies. They also examine recent international communication by prominent experts from think tanks to highlight how the party state shapes the overseas activities of think tanks.

Their research is particularly relevant as think tanks from China are increasingly engaging with global policy debates abroad and assuming an important role in keeping unofficial channels of exchange open, especially in times of geopolitical crises.
